The principle of the creation of ASSETIP was approved by the Government of Rwanda through the Cabinet decision of 26th January 2005. The mission assigned to it is to be entrusted the management of some projects and serve as a Delegated Contract Manager for those projects in favour of public institutions, especially Local Government Entities.
After a 2 years period of redundancy, ASSETIP resumed its activities after its revival and after signing an agreement on 14/04/2014 with the Ministry of Infrastructure (MININFRA), the Ministry of Finance and Economic Planning (MINECOFIN), and the Ministry of Local Government (MINALOC).
ASSETIP is playing a big role in the management of these projects through close monitoring by its skilled and experienced team in partnership with District staff. ASSETIP ensures the quality and value for money in these projects and contribute in capacity building by providing an on-job-training for the District staff involved in infrastructure project management.
In carrying out its activities, ASSETIP has been facing challenges including the poor quality of studies, delayed expropriation, delays in payments of contractors’ invoices, which have had a negative impact on the progress of the projects.
As the report shows us, ASSETIP’s impact in Infrastructure projects management is remarkable, as it has been even indicated by Districts beneficiaries through their testimonies during various forums. ASSETIP remains committed to give its contribution in infrastructure projects implementation in the name and on behalf of Public Institutions as a Delegated Contract Manager.
