In Karongi, agriculture and livestock farming remain the key economic activities. This sector is justified by its contribution to the economy of Karongi and the number of people who are employed in this sector. First, agriculture encounters many people who are independent farmers, at least 73.7% of households depend mainly on the revenues from agricultural activities and 11.5% of total households earn the wages from this sector. This implies that 85.2% of the households are involved in agriculture. In the district, the export cash crops and food crops are produced; hence they are a source of rural incomes. Among the export crops, coffee, tea and macadamia are the  main commercial crops found in the area while food crops produced in the area comprise of maize, sorghum, beans, soya beans, peas, irish potatoes ,bananas,  cassava,  wheat, vegetables and fruit trees.

 

The main crops that are cultivated on large land by most of farmers include beans, sorghum, soya beans, legumes, bananas, maize, potatoes, peas, and wheat and fruit trees.  In rural areas, farmers rear some animals such as cows, sheep, goats, pigs, and poultry. Currently, bee-keeping is also being carried out as a way to increase income for farmers but it is not developed, as well as fish farming as an activity which generates income but it is not more developed.

According to the EICV3, Isolated rural housing is at a rate of 88.9% of households and this represents 68 453 on a total of 73326 households. It is a big challenge, given the high number of people living in rural areas, increasing the pressure on land demand and finally dividing  land into smaller units. As a result, these households mainly involved in agriculture sector are poor, then become more vulnerable and need to improve the agriculture yield by using modern techniques of production. In addition to that, farmers do not meet the standard requirements of agriculture sector, given the number of farmers using the inputs in agriculture and the required quantity of inputs which would be used to increase agriculture production. This challenge is illustrated by a low rate of 28 representing percentage of agricultural households by purchasing insecticides, chemical fertilizers (39.2), organic fertilizers (5.9)   and improved seeds (25.4) respectively.  Therefore, based on the above constraints transforming low intensity of agriculture to   high intensive productive agriculture is a prerequisite for reducing poverty in Karongi rural areas and increasing revenues of farmers. 

In Karongi, 36.7 % of households have very small land varying between 0 and 0.19 ha. 21.2% have small land varying between 0.2 and 0.49 ha and this implies that 57.9 % do not have sufficient portion of land to get a sufficient yield. In that case, the smallness of land remains the gap of increasing incomes of farmers in rural areas and constitutes a barrier to poverty reduction in the district. It restricts the growth of this sector because the land used by many farmers is characterized by low productivity. The practice of land consolidation in traditional sense is not a solution to the challenge, so it should be improved by using in choice of crops the principle of comparative

advantage, especially for this group target.  Crops like mushrooms as well as fruit trees are suitable for this kind of land size, and should increase considerably faster the incomes of the extreme poor group

-         Supervise the identification and mapping of crop diseases prevailing at the Sector level and advise on the preventive and reactive measures across the District;

-         Supervise, monitor the distribution and use of fertilizers and selected seeds across Sectors;

Supervise the drainage and irrigation work across Sectors.

Environment office

 

-        Monitor the implementation of plans and blueprints: Area development according to its use (agriculture, animal husbandry, habitat, nature reserve, etc.) for the environmental protection, natural and resource conservation;

-        Develop programs for public awareness on environmental protection;

-        Develop an investment plan  and programs for the sensitization of private entrepreneurs to invest in the environmental protection activities;

-        Establish the mechanisms to fight against pollution (inspection of industries, penitential institutions and other environmental entities);

-        Promoting the new sources of renewable energy;

-        Promoting the rational use of energy and water;

-        Developing the programs for protection of marshes and soil conservation;

-        Regularly inform the authorities in case of violation of environmental regulations;

Cash crop Office

 

-Elaborate a local strategy on cash crops, monitor its implementation at Sector level and produce consolidated reports thereof;

-Organize trainings and campaigns meant to raise local population awareness on the use and importance of modern techniques of cash crops production and disease control at Sector level;

-Supervise the identification and mapping of cash crop diseases prevailing within the District and advise on preventive and reactive measures;

-Supervise, in close collaboration with the agriculture officer, the distribution and monitor the use of fertilizers across Sectors, and organize experimentation of selected seeds;

Maintain, in close collaboration with any other concerned staff, an updated database of cash crops within the District, analyse their impact on local economic development and advise accordingly about scale-up measures.

Animal Resources Office

 

-         Elaborate a local strategy on animal resources, monitor its implementation at Sector level and produce consolidated reports thereof;

-         Organize, in collaboration with relevant stakeholders,  trainings and public awareness campaigns meant to disseminate new livestock technologies  among beneficiaries;

-         Supervise the identification and mapping of animal diseases  prevailing at the Sector level and advise on the preventive and reactive measures across the District;

-         Supervise the distribution of veterinary inputs (including carrying out artificial insemination) and improvement of animal breeds;

-         Maintain an updated database of associations, cooperatives and individuals involved in animal rearing, fishing activities registered in the District;

Supervise the implementation of programs meant for improving commercialization outlets for animal products including their certification.
