Strong coordination recommended for the success of ongoing Master Plans review processes

Kigali, 20 February, 2019:  Minister of Infrastructure, Hon. Claver Gatete chaired a high level stakeholder meeting to review and assess the current status of the revision process of Master Plans for both the City of Kigali and the six Secondary Cities as well as the National Land Use and Development Master Plan.

The meeting that took place at Ministry of Infrastructure brought together other key Ministers including Minister of Environment, Dr. Vincent Biruta, Minister of Agriculture, Dr. Geraldine Mukeshimana, Minister of State in charge of Economic planning, Dr. Claudine Uwera, Minister of State in charge of Transport, Eng. Jean de Dieu Uwihanganye, Mayor of City of Kigali, Marie Chantal Rwakazina, and others senior officials and technical personnel from Ministry of Trade and Industry, Rwanda Development Board,  Rwanda Land Management and Use Authority and Rwanda Housing Authority

The meeting was organized in the framework of enhancing sectoral coordination regarding the development of various hierarchies of master plans to ensure effective implementation of Kigali City Master Plan and support the development and expansion of Secondary Cities.

After the presentations made by Surbana Jurong, a consultancy firm undertaking both the City of Kigali, Secondary Cities Master Plan review and the National Land Use and Development Master Plan, participants welcomed the current progress and  approved the review work plan subject to minimal amendments in timelines.

 

Participants recommended strong coordination mechanisms of all ongoing Master Plans review processes to ensure harmony in the planning hierarchies. It was subsequently concluded that the

the National Technical Advisory Committee currently overseeing the review process of Secondary City Master Plans be empowered to extend its mandate and lead this coordination even for new plans for Satellite Cities, District Towns, Emerging urban centres together with other sectoral plans.
