The Assetip was generally founded in the context of a specific policy of capacity growth, in the view of attaining the general objective of development of which the ultimate goal is poverty reduction.
And in in its decentralization policy, the Government entrusted the districts and municipalities with responsibility of planning and implementation of development programs for economic and social infrastructure, as well as management of the same.
The ASSETIP prescribes itself as an efficient instrument with ambitious urbanization policy in response to the provisions of the Vision 2020 which has fixed to at least 30% of urban population from to date to the year 2020. The moto of this vision may be be termed as .
"Urbanize better and more swiftly to fight against poverty more efficiently"
SSETIP Members are grouped in two categories including, founder members and adherent members. The founder members and adherent members have the same rights and duties. However, ASSETIP may have honorary members. The later can be invited to General Assembly or to Board of Directors’ meetings but with no vote’s rights.
The members of ASSETIP are:
• The City of Kigali;
• Gasabo District;
• Huye District;
• Karongi District;
• Kicukiro District;
• Nyanza District;
• Nyarugenge District;
• Musanze District;
• Profemme TWESE HAMWE;
• Private Sector Federation.
The adherent members are those who have applied for and obtained the membership in conformity with these articles of association.
ASSETIP has responsibility to manage on behalf of public institutions, socio-economic infrastructure projects and to contribute to capacity building of partners involved in the domain of public infrastructure by:
.The practice of rational management of socioeconomic infrastructure projects in terms of investment costs and quality
.Adherence to the administrative, technical and financial norms in the context of management of infrastructure projects of public interest
.Promotion of employment generation by the encouragement of the labor intensive method (HIMO), in the framework of national programs of poverty reduction.
. Contribute to capacity building of partners operating in the management of infrastructure of public institutions, contractors, consulting firms and small and medium enterprises.
. Introduction of good practice which renders the procedures to be more simplified and more efficient in the move to serve as reference in terms of efficiency for the administration in the management of public procurement.
