Association d’Exécution des Travaux d’Intérêt Public (ASSETIP) is a non-profit making association. The principle of the creation of ASSETIP was approved by the Government of Rwanda through the Cabinet decision on 26th January 2005 with the mission of managing some government projects with public interests and serve as Delegated Contract Manager for those projects in favour of public institutions, especially Local Government Entities.
The first contract ASSETIP signed was the implementation of the Urban Infrastructure and City Management Project (UICMP/PIGU) funded by World Bank, NDF and the Government of Rwanda.
Towards the end of 2011, the projects included in UICMP/PIGU were reaching their end, and ASSETIP became redundant.
ASSETIP resumed its activities after its revival and after signing an agreement on 14/04/2014 with the Ministry of Infrastructure (MININFRA), the Ministry of Finance and Economic Planning (MINECOFIN), and the Ministry of Local Government (MINALOC). The agreement put in place a new framework with general modalities of delegating contract management to ASSETIP in the implementation of infrastructure projects in the name and on behalf of public institutions, more particularly the decentralized entities.
The new framework was set for all local government entities. It defines the general modalities of collaboration in the management and supervision of infrastructure contracts.
